The general that hearkens to my counsel and acts upon it, will conquer: let such a one be retained in command! The general that hearkens not to my counsel nor acts upon it, will suffer defeat – let such a one be dismissed!

If a general listens to and follows my advice, he will
surely achieve victory; such a general should be retained. If a general does not listen to and follow my advice, he will surely suffer defeat; such a general should be dismissed.

(A) general (who) listens (to) my advice, (and) uses (it,) must (acheive) victory, retain (him); (a) general (who does) not listen (to) my advice, (and) use (it,) must (suffer) defeat, (let him) go.
